Using the VS luggage rack

1. Is the VS luggage rack usable? Anyone actually use yours and how much weight will it carry?

2. Anyone know where those large leather belts for attaching a suitcase to a luggage rack can be found? I believe I have seen then on this site for sale but cannot locate them.
