On the way back up to my house the other day, I noticed my front tires squealing a bit more than normal in the turns. I get it in the garage and notice when the steering wheel is centered, my right wheel is noticeably toed out. The right tire did also make contact with the inner fender well when I turned the wheel right all the way.

 

OK, so I'll do an alignment. No biggy. 1/16th toed in is what would work. So I loosen the right adjuster by the wheel side tie rod and start turning it. Then I notice some kind of metal clip on the other side of said tie rod that hits the shaft of the steering dampener.

 

What is this clip's purpose that's held in place by two lock nuts?????

You should have to loosen the lock nuts on BOTH ends of the tie rod in order to adjust.  

My concern would be that the nut with the clip was never tight.  This might explain why you lost alignment. You should adjust the toe, tighten lock nuts on both ends of the tie rod and then bend the lock tabs over onto the flats of the nut.
