I have several recent shipments to TX and while all of them were successfully registered, the experiences seemed to be quite different (and all had the exact same paperwork). I'll try and direct them to this post/PM.
I registered my CMC Speedster several years ago using the title from my 1970 VW pan
(from Texas) and an application for Texas title and registration form 130-U. The car had to be inspected and insured prior to registration. There may have been another form that I signed at the courthouse, but it was quick and uneventful. This was at the Hardin county courthouse, took maybe 15 minutes and I left with plates.
@chines1 Appreciate that. I believe your cars are titled as year produced, correct?
@James That you for the info. I assume your car was Titled and inspected as the year Vw pan it is stamped as?
The reason I am asking this is I sold one to guy in TX and they are trying to get him to jump through hoops because he said it was a replica. They want him to fill out forms saying what the parts came from etc.
I believe if he just went in and did not mention it was a replica he would walk out with title but just checking to see if they might have changed things recently.

I had my speedster 10 years ago in Houston. I used a local car dealer to do the registration paperwork.

Yes, it is titled as the year and description of the VW. Do you know where he is trying to get it registered? The larger cities/counties tend to make a much bigger deal of the process than the smaller county courthouses. You might suggest he go to a neighboring county with a completed registration form, inspection and proof of insurance.

Depends on the state (and sometimes the clerk) but most states now title us as year of replication instead of year of manufacture.

I live about 20 miles from the main UT DMV and I always go there. All the people who DMV offices offices all over the state call for answers work there. They get stuff done. With my license plate fetish I’ve done all sorts of crazy switcheroos, registering old plates, etc that just baffled my local office in the city. But for normal DMV stuff, the local office rocks. I barely have time to get my paperwork in order before my number is up.
I'm sorry, but I am just now seeing this point. I am familiar with the Texas registration process. I registered my new Beck speedster just over a year ago. I have attached the "Assembled and Rebuilt Vehicle Manual" for Texas that gives all the guidance on how to register various types of vehicles in Texas. First, he will need to have a 130-U form filled out. This is the Application for registration. Next, he will need to have an inspection done by an ASE mechanic and the form VTR-852 by him/her. The key with this is that a copy of this mechanics certification with expiration dates has to be submitted with this form. Not just a signature. He will also need to have the vehicle officially weighed and be able to submit this form as well. They will also want photographs of the front, back and both sides of the vehicle. They will also need a printed photograph of an authentic 356 for which the car is a replica of to submit with the application. I just got one off the internet and printed it out. Mine was titled as a 2020 replica of a 1957 Porsche 356. They will of course need proof of insurance as well as a bill of sale. There will also need to be some sort of VIN verification. In my case, I had a form from Special Edition listing the assigned VIN number and I had a photograph of the VIN number on the car. If the car was previously registered in another state, a vehicle inspection report would be required.
The form that you were referring to is the VTR-61 or the "Rebuilt Vehicle Statement" that makes one list all the various components of the car with part numbers and where they were purchased. This is listed in the Assembled and Rebuilt Vehicle Manual as required, but I was told it wasn't necessary. It may depend on who you talk to, I guess.
Like others have said, the process for registration seems to vary with which DMV office you go to. When I showed up with my folder full of documents it was obvious I knew more about how to get the car registered than the person helping me. It took 2 people and a supervisor to figure out how to get it done. The car was supposed to be registered as a "Custom Vehicle" and this would be stated on the license plates, but somehow they went ahead and registered it a standard vehicle. This hasn't been a problem yet, but it may be an issue when I have to pass an emissions test complete inspection next year for my full registration renewal.
I may be forgetting something, but these are my best recollections of the process. Please feel free to PM me with any additional questions.

I am hearing that a VW pan based build could/should be easier if you just walk in with the VW title and don't say the word Replica....just title it like a VW the way it currently is titled and then register as a antique/classic so avoid the inspections.
Since you Beck is Titled based on year of the build your procedure makes sense. Again, thank you for taking the time to respond.
