Attach with the pedal up or pedal down?
With the pedal down I could rotate the linkage and then attach the cable. This would ensure that, when I have the pedal to the floor, I wouldn't continue to pull on the linkage.
Of course, it is easier to attach the cable with the pedal up.

I found that I had truer idle and smoother overall cable and linkage travel by attaching the pedal when ‘up’ in my 2018 VS with a stock pedal assembly. Just my experience!
I just re-attached my throttle cable a couple of weeks ago. Didn't even think about it. Just pulled the cable all the way back and attached it to the linkage, then let the cable pull back about 1/8" - 3/16" and tightened the set screw.
Done.
