That's exactly what mine started like, with the exception that the windshield was already mounted. It's really an easy assembly. After watching "The Dream Team" put mine together at Carlisle, and learning a bit about it since, I'm confident that even a doofus like me could build one of those.

As for the price, that's pretty much what Carey sells 'em for. I wonder why this place is selling it unfinished.
