Bowden Tube Question

Does anyone know what the floating plastic sleeve on the outside of the bowden tube is for? Looks like a piece of shrink tubing

I notice when I step on the clutch pedal the tube has a very slight wiggle. Can anyone tell me if this is normal or should the tube be perfectly stationary when the car is not running?
