Bumper holes in body

I noticed that the red speedster with the silver stripe under FLAIRED has plugs in the openings in the body for the bumper brackets. I want to shave the bumpers this year, but am not going to paint until next. Does anyone know if these are something he made, or does someone sell this part. The stock rubber doesn't look quite right.
