I am a newbie to this site and am looking at a Speedster in Kansas that is offered by Autobahnpower for $28,000. The car has oodles of aftermarket goodies. Body by Classic Motor Carriage of Florida; engine by a company in Missouri, frame by a company (whose website I could not find) called Metal Craft of Indiana. Autobahn says the car would be registered as a 1999 vehicle. My question is: would the car have to pass CA smog inspection, and if so, should I kiss off the idea of purchasing the car and just buy one made by (for instance) Thunderranch in San Diego. They indicated that they could use the original VW VIN out of the sixties.

This has been a real education. If anyone has any thoughts on how to go about finding out which companies make good tube frame replicas, other than Thunderranch, I would sure like to know. Also: What is the consensus on which engine to choose? Any books, magazine articles, etc. available?

Barry, You can start by reviewing some of the threads concerning all the things you are asking about....They are recent and thorough...
There is no right way vs wrong way, it comes down to money and personality, the more you have of each the more your options are..
Registration is a subject all by itself and there are many horror stories concerning California Laws, some of which may affect your decisions.....spend some time on this site reading and all your questions will be answered.........
Ouch! 28k for a used CMC speedster is extremely, (REPEAT) extremely high!.

Although I will admit that a tube-frame is superior. The VW pan has it's benefits and the VW pan based replicas do use a frame over the pan. The flex seen in a modern VW speedster is much less than the door popping experiences of 15 years ago. Keep researching.
