I have received a notice to get a state vehicle emissions test in route to registration for my new to me 2000 IM Roadster.  My guess is there is scant chance I will pass it even with a new CB 2110 mill.

Any advice or real world experience with the state test, ie wavers, kit car testing,  or other options you may have encountered.

Cal Henry at IM, Vancouver for his guidance.  There are several IMs in WA/ Seattle, none of which require testing due to how they have been registered/titled in WA.  They will require a Washington State patrol inspection as part of the title process.

also, the WA state patrol may be able to answer some questions regarding how to title/ register/ apply for emissions exception for you specialty collector vehicle.

WA laws changed in late 2014 and throught 2015...  Now all 2009 or newer cars must be certified and meet California emission requirements...

this is the new form to apply for your emission exception for collector cars if registered title  YOM is after 2009.  Unfortunately most folks I have talked to at DOL offices can't really answer basic Qs... Call their hotline and see if the can point you to someone in their office/WA state patrol or DMV that can answer your Qs.

also, Giordanos (Giocars.com) in carnation has one for sale.... They have sold several over the years and specialize in classic/collector/ hobby cars.... So they may be able to provide you some guidance.

That may be key.  It seems that just about every state is going through some turmoil in their DMV's about registering older vehicles, and the rules just changed in Washington state to adopt the SEMA rules for hot rods and kit cars:

You should be able to title the car as a replica of a 1957 Porsche Speedster and be exempt from emissions testing in your state.

However!  Few at the local level know what's really going on so they just recite their perception of "the rules" - often wrong.  BUT!  There's always someone, usually at the State level, who has been dealing with this more and is a good person to find.  Check the state DMV's hotline (or even ask at your local DMV office over the phone) and ask specifically about registering a vehicle that is a replica of a 1957 car (use those words) and "Whom should I be talking to at the main office for the best info on the law change to title my replica car?".

You are right, Gordon.  My local licence bureau here in Ontario also had to call the Ministry hotline when I went to register my IM6.  The locals were unsure how to proceed.

It was finally registered.  The ownership shows it as a KIT, made by INTE, which means it is emissions exempt. 

It's a matter of finding out what documentation they require, and then working with the staff to get it done.  I had a folder of papers about one to two inches thick, as I wanted to be able to answer whatever questions they might have.

Yeah, DMV offices are always an adventure.  When I went to the DMV in Beaufort, SC, to register my Speedster and car hauler, I told the window-lady that the trailer was home-made and didn't have a VIN number. "Well", I was told, "Y'all GOTS to have a VIN number or we cain't register you, honey."  

"What would you suggest that I do?" I asked......

She leans toward me in the window, lowers her voice and, with a wink, says; "Jus' make one up with 15 letters and numbers - No'body evah gonna know...

Im in Seattle (Mt Baker/Leshi neighborhood) .. i try to make it to RTC once month during  spring/summer.... But tend to preffer driving out to Carnation or Leavenworth for coffee whenever I get a free Saturday morning pass from my wife.

 I Just sold my 356 '62 coupe  and I'm looking for another project, so I imagine I will go a bit more often this year to talk to some of the local owners... See what they know may be coming up for sale.

 I do drive my 2013 built VS quite regularly around town, any time it's not raining.... It's the only one I know off in town with white walls... If you see it, stop by and say hello.
