Some builders retain the VW tunnel and floor pans and surround it with a box frame. They hold on to the pan ID # from the VW donor.

I know of another builder who simply removes the ID plate from a VW pan and installs it on to a completely new frame.

Either way, it is questionable whether it's legal to register the car as a VW in California. Your state may be different.

I am not aware of any licensed car manufacturers that build replicas.  This includeds VS, Intermeccanica, JPS, Beck Special Editions, SAS, and CC.  For a manufacturer to be licensed as such with the feds, they would need to pass mileage regulations, crash stability tests, and other regs that are far beyond the pocketbook of a small maker.

 

When you register a car with SB100 or SPCN in California, you sign a statement that you did work on the vehicle, allowing you to quailfy for special construction registration.

I just went through the process. If you call Intermeccanica and ask them they will tell you they are a car manufacturer. If you ask Beck they will tell you that they sell "kits" first and formost. CA specifically says that a car manufacturer won't qualify under SPCN registration.

 

When I talked to Henry at IM he said that you would not be able to register a new IM turnkey in CA. It would have to be sent to you in pieces for assembly here in CA. You would also have to have separate receipts for all of the major components.

 

I suppose that you can get around the law with a little creative thinking and fabrication. For me that is a rather scary proposition when there is a lot of $$$ at stake. IMO it's best to throroughly understand the law and that way you have a reasonable expectation of the outcome.
