That's if it stays in AZ. Many states require 25-30 years to be exempt from emissions. A '99 would fail simply for not having a ODB port hookup.
Not true at all. VW buses, bugs, ghias, and things don’t have obd2 ports, they can’t fail you on a motor or a wiring harness that does not have the port, you just change the jets, same thing here. The cut off is 1966 and California is 1976, again no obd2 parts in 1976 either. Just change the jets and look at air fuel mixture. Takes less than 10 mins
