Hello,
I was perusing the site yesterday and came across a Speedster Owners car. The rear Plate Frame had a separate area above the Plate for the Tags. Can anyone tell me where I can find this type of License Plate Frame? I would have contacted the owner but did not save or remember the owners info or file.

Thank You,

David

David, are you talking about this look?
If so, the MONTH/YEAR stickers are on "dog ears," separate "tabs" that are attached to the back of the plate through the top two plate holes.
I got mine at the Pomona Swap Meet, but they're available lots of places online. It's how guys with vintage plates use the current stickers, since the old plates don't have spots for 'em.

To answer the "legal" question about running old CA plates on replica Speedsters...
What I have done (3 times, actually) is order an Environmental Plate from the DMV with the configuration I wanted - in the case of my Black JPS (pictured below), I ordered "SPDST." Three months, or so, later, the state of CA sends you the current blue-on-white license plates with "SPDST" on them.
In the meantime, I go to the LicensePlates.tv website and order a classic CA plate - in this case a yellow-on-black one - in the exact same configuration "SPDST." Then, when the real plates arrive, I put the MONTH/YEAR stickers on the replica plate, mount it to the car, and stash the blue-on-white CA plates in the trunk.
So, is it "legal?" Strictly speaking, no. But, I've been stopped a few times by the authorities and never once was the replica license plate an issue - because...the configuration on the replica plate is identical to the plates actually registered to the car. I'm not saying it wouldn't ever be a problem for you, but it hasn't been for me. YMMV.

My current replica's "pink" says: 1964 Volkswagen.
I don't think the fake license plate is any "less illegal" if it happens to be "chronologically correct" for the registered year-of-manufacture of the car.
Besides, there were no environmental (or personalized) plates in CA for the old Black plates or the older Yellow plates.
In my experience, if you're pulled over by the police and your plate's designation matches to your car on their computer, you're okay. Most cops are too young to know what colored plate belongs to what specific year of car, anyway.
Others may be less lucky.
I'm putting this plate on my current JPS - it means 2009 Speedster, but it's in the same three_three config as the original Yellow-on-Black plates were.

I know this thread started out asking for information regarding license plate "ears" and suddenly drifted to the legality of having an old plate. Then it shifted to having counterfeit plates.

One of the reasons why most of the license plate dealers won't make and send a plate to Calif is because it's illegal.

see: Calif. Vehicle Code

4463. (a) ( )1 A person who, with intent to prejudice, damage, or defraud, commits any of the following acts is guilty of a felony and upon conviction thereof shall be punished by imprisonment in the state prison for 16 months ( )2 or two or three years, or by imprisonment in ( )3 a county jail for not more than one year:

(1) Alters, forges, counterfeits, or falsifies ( )4 a certificate of ownership, registration card, certificate, license, license plate, device issued pursuant to Section 4853,
