Nope.  I wondered about that on one of the new cables I bought.  I pushed mine down to the "loop" end of the cable, where it catches the clutch hook inside of the tunnel and looked the other way.  Figured I didn't know what the heck it was for and it wouldn't hurt anything on that end of the cable, anyway.  On any new cables I've had made up (I take them to a local rigger to shorten them) I just slip it off after I cut off the stud end.  If you have a seam ripper for sewing kicking around, you can cut it right off.

Or just forgetaboutit........
