Different size wiper arms

One wiper doesn't go below the widshield and the other does when it wipes. When I first got the car. And no it's been a year and I still haven't driven it. But it's about a week away. This weekend I thought about switching arms from one side to another. And VIOLA, the one that goes under the window frame (tooFAR) is caused because standard BUG wiper arms were different sizes. I need 2 shorter one. I know I should have measured them.

Anyhow if anyone out there is trying to figure out why one wiper goes farther than the other, try to switch them to the other side and verify that it is because one is longer than the other. You need to find a shorter one.

Now the question, where do I go. A VW dealer?
