Hey Doc - Before going through all that, try brushing some Naval Jelly (rust remover available at most any hardware store) on it and wipe off to restore original finish!
...or polish with Mother's Aluminum/Mag Cleaner! Worth a try...

Take it off, brush on some CLR. Hit it with some WD-40 and call it a day.
Seems like it would work.

I think I'd clean it off then mask the plunger then paint it, maybe some zinc-content paint?
