Dan,
Put them where you like 'em.
Most people like them right above the bumper brackets. I like the way they look when they're closer together - more "racer" looking. The point is: driving lights, like side-view mirrors, were an option and owners/dealers put them where they wanted them.
Just make sure they're both pointing in the same direction.;)
Dan, when I put the fogs on the Hoopty (back before I completely re-did the car), I measured the bumper from one side to the other and then divided the measurement into thirds. At the one-third and two-thirds marks, I drilled holes and mounted the lights. I used a piece of neoprene as a washer pad on each side of the fiberglass. It looked okay, and held up.
I think that would work whether you measured the whole bumper, or just the aspect that you can see dead-on from in front of the car.
Height from the ground is the trick. If you live someplace where you have laws about driving with the fog lights on, or if there's a distance to the roadway, you might want to look up the rules first.
I didn't look anything up; just went with what worked for me.

Dan, I used the NLA brackets on my car and they work well. I also posted a link the other day about some less expensive brackets on Ebay that are real nice too. Dave Obrien bought some and we were just looking at them. They are about $100.00 less than the NLAs. Both the NLA and the Ebay brackets mount on the bumper brackets. Different make Speedster cars have different bumper brackets and bracket spacing. The ebay auction number was 110371117733. Check with Dave Obrien for the contact info if that is an invalid number. I see that you have a Vintage. I think that both of these brackets will work and no bumper drilling! Good luck. Did you get the Marchalls?
