On a stock 1600cc motor, I'd look pretty hard at a "baby Webber" ICT kit. They are bullet proof, jetted reasonably well out of the box, and decent for up to a mild 1776. CB's Kit is nicer looking than Empi's, but both work really well. The other choice is a set of Kadron carbs- but the stock linkage is really cheesy. If you buy these, get an aftermarket linkage from Scat to ease the tuning process.
Michael; if your engine and carb are basically stock, check that your spark plugs, wires, condenser, coil and points are in good shape and that the timing, spark plug gap and points gap are within factory recommended settings. That is also a common problem with dual carbs when the engine isn't set up properly and can be attributed to improperly set accelerator pump, timing and/or incorrectly sized main and idle jets for the application. If I've missed something, please feel free to jump in.....
Ditto to what Ricardo said. It would be a good idea to get your response problem straightened out before you install the dual carbs. It would be impossible to get the carbs dialed in correctly if you have other problems (ie. ignition) unresolved. Your car should not do what it is doing, regardless of what the current carb setup is.
