John, I'm a rookie at this topic, since mine is completely different than yours, but I'll take a stab at it.
The lever may or may not have a boot over it. If it does, take the boot off, and see if the problem is in the lever itself. It could be that something is hung up in the teeth of the back end of the ratchet, or it could be that there's something in the wheel end where the cable connects to the brake assembly at the tire.
As simple as the brake is, I can't imagine you'd have a problem you couldn't see.
If the lever moves up and down the way it should and the brake doesn't release, maybe your cable broke. What are the symptoms?

I think someone pulled the brake handle up way to far and i just can't get the brake to release.
While lifting the e'brake handle, you should be able to release the "cog" with a narrow screw driver, once released adjust the cable to avoid the handle traveling that far up.
