To get "H" (= historical car) license plates the first license date must be 30 years old.
If the pan is before '68 than you do not need to fullfill any emission regulations in germany.
But since 1st of october 2011 it is not even more so easy to get a vehicle registration for an replica. Normally you have to show that the body work is on the pan since more than 30 years.

I want to say that it is since october not even more so easy to get a replica registered. What you need here in germany is an release or attest of an official certified expert that the complete car is older than 30 years. For some experts it is enough to see that the pan is older than 30 years, some other experts which are not so familiar with oldtimers need the verification for the whole car.

Because a replica is legally a new build up car which has to fullfill the corresponding safety and exhaust emission standards.
