Terry - the grip in the circular insert swivels as you crank the wheel - it's a pretty slick gimmick!

Nah, it's not about handicaps. It's about keeping one hand free to hug (or other activity) your sweety while you drive. That's why the originals were called "necker's knobs".

I've seen those steering wheels before, I think they were an option on pre and early post war Buicks (that's WWII for you youngsters).
