Get an A1 and have an extension made with two tips.
I heated and bent my 4 tip Anza - but only needed less than 1/2". How much do you need to clear? A muffler place can cut right at muffler and weld in an shaped piece to lower tail pipes.
I would think it'd be tough to find off the shelf. That style exhaust is meant to fit the cutouts in a Beetle rear valence so there'd be little market for one with exhaust tips a couple inches too low.
If you cut the rear apron to fit, it will look correct and not drag going in and out of driveways.
I would not notch out rear roll pan. Cut off tips 1/4" away from muffler. Trial fit in car and see how much it has to be dropped then get custom muffler shop to bend pipe to make it exit correctly. Depending on how inside of muffler is constructed you could perhaps weld old exits shut and relocate pipes. If you can't easily return muffler I'd give it a shot - $50 probably.
A plus with Wolfgang's idea is you can make the pipes as long as you want, to clear the bumper.
I cut my rear valance years ago(20) and later dealt with butt the sag so I cut more than I really needed. The space increased after the butt sag was rectified.
