Get a personalized plate CAR IAN and draw in a "-" (dash) CAR-IAN
...and get stopped and ticketed for defacing a licence plate...

California doesn't use dashes or dots either but I don't think anyone has ever been stopped for adding one. The punctuation marks aren't used when running the license plate. I've seen people draw in apostrophes and other punctuation marks without issue.
I wonder if anyone would really get the reference though.

I imagine that plate will be snapped up pretty quickly. That's a special plate, to be sure.
