I just bought a VW pan based Vintage Speedster and it is registered as a VW. In my case, it is a 1963 VW donor pan. Anything built before 1973 or older than 30 years old is smog exempt in California.

From what I understand, all Vintage Speedsters were built on these types/ages of VW pans.
