Is it possible to take my Fuchs, from polished to flat silver? What are my options?

Media blasting.
Yup. Media blast them.
If you just try to paint over the polished areas, the paint won't stick unless you rough them up by media blasting them, anyway, so blast them and then, if you wish, do a clear coat of Krylon satin-finish.

Plasticoat? Do you know how hard it is to get that shine? Hours and hours.
Best to do a search for professional wheel refinishing they know what they are doing.
I've always like the polished lip with the flat / media blasted centers.
The other option is a scotch brite pad. If you tape off the areas you want to remain polished you can take a scotch brite pad and scuff down the bright work. It takes time, but if you are diligent and only scuff in STRAIGHT lines and go in ONE direction - in time you can come up with a pretty nice finish.
