I have a 93' CMC on a 70'pan with an AH 73-74 1600 single carb. It was unfinished until I bought it a month ago. It was never titled or registered in all those years. I got the Reg343 (App for title) and Reg 5036 (stmnt of const) filled out and drove her down to Costa Mesa DMV for verification yesterday. Got bounced around more than a bingo ball. Time ran out (should've devoted at least a 1/2 day) and at the end they wanted reciepts for the chassis, motor and trans. None of which are available to me. I did get it verified as a SPCNS though! Now I get to visit the Santa Ana CHP for further verification. I could use some advice on the next step with DMV. I don't want to "create" any paperwork but it seems that they don't care about the reality/difficulty of a situation, they just want all the paperwork handed to them.

CHP will verify VIN and tell you you're good to go. Back to DMV, where they'll tell you that they'll keep you in temp tags to Jan 2, 2009 when you'll have to wait in line to be annoited with SB100 number IF you're one of the first (and only) 500 applicants for 2009.

I'm in the same boat as are others here. Archaic rules, but they smiled when they took my money!
SB100 requires a passenger vehicle or pickup truck that is specially constructed to be inspected by service stations authorized to perform such functions. An emission inspection will be based upon the engine model-year or model-year used in the vehicle. The owner will also have the option of choosing whether the inspection is based on the engine or vehicle model-year. Upon completion of the inspection, the referee would be required to affix a tamper-resistant label to the vehicle. They would also be required to issue a certificate that establishes the engine or vehicle model-year and emission control system application. The bill also requires the Department of Motor Vehicles to provide an initial registration to the first 500 vehicles that meet the specified criteria and are presented to the department for registration.

Specially constructed vehicles or 'kit cars' are defined as vehicles specifically built for private use, not for resale, and not constructed by a licensed manufacturer or re-manufacturer. The law also states that all such vehicles must be inspected for emission control and certification as required by the Department of Consumer Affairs.

Johannessen, a replicar enthusiast himself and owner of a Cobra replica, believes that SB100 will finally clear up the confusion surrounding inspection standards for kit cars. "This legislation creates a guideline for the emission inspection of specially constructed vehicles. Engines will now be held to the standards of the model-year they represent rather than the more sophisticated engines of today," he said.

Absent receipts for the components, you should have a bill of sale showing the value of the non-registered vehicle you bought, plus receipts to complete it as a registered vehicle. You may also need a "Statement of Fact" wherein you recite for them just how much car you got for the $$$ you paid on the Bill of Sale. They are trying to establish value for personal property tax purposes (Reg Fee). For self built cars, you have to bring in receipts for all you've spent for the major mech components, labor, and that $20K paint job(!).
