I've got a new large capacity Brazilian one from CIP-1 sitting empty in garage - does not appear to have any kind of coating. Tempted to coat it with the KBS sealer just because new gas with ethanol tends to attract water and hence rust. They have a striper to remove any old coatings. Good question!
Many of the replacement tanks are internally coated with cosmoline. They should be steam cleaned by a radiator shop before using or adding a protective coating.
