Between 20 and 21, looks like a washer. Does anyone know. I had some binding and took this apart to discover that part's not there.

Sorry Bill, couldn't resist. I'm pretty sure that is a wavy washer/spring washer which sits against the shaft support bearings on either side of the carb and without it, it would would allow the shaft to move laterally in the body which would cause the butterflies to hangup in the body as they are fixed to this shaft.
I think you'll find if you put side pressure on the linkage and try to rotate the shaft you'll feel the source of your binding.
My two cents and it takes a nickel to solve the problem.

20 is the wavy washer and 21 is a bearing, no mention of the in between part.
Part of my binding is a sticky hiem joint as well.
Bill.... Look at the bearing (21) and compare it to the spring washer (20). The unnumbered part could be acting as a thrust surface to prevent 20 from damaging the seal on 21.... Just a thought...

Yes, binding Heim joint and the butter fly feels like its catching.
