Oh boy.....can you crawl under the car and look for a wire that comes out of the steering box in the bottom. Yeah, the wire that goes into the middle of the steering wheel comes out of the bottom the box. You see the horn is always HOT (when the key is on). The horn toots when the hot wire, hits the side of the steering column. That makes the connection.

Check the wire on the bottom to make sure that there is another that goes to the horn. Could be simply that the wire slipped off the connector.
Found the wire that comes out of the column. It is black and it is spliced into the green wire that goes to the ground side of the horn. The blue wire(positive) coming off the horn goes to the fuse panel. I have checked all these connections and they all appear to be solid (if a little amateurish). Once I track this little sucker down I will go back and solder and shrinkwrap all the connections.

Could it be the relay? If so, how do I test that?
