VIntage speedster - as you know.  Horn will not shut off.  Turn key and horn goes off.  Turn off key and shuts off.  Wiring seems to be ok.  Could it be in the steering column?  Could it be the horn unit itself?  

Last question.  Does Vintage use new steering columns on car and if so - does anyone know where they get them?  I was pretty sure these old VWs (this one is a 69) had the ignition for key on the actual column.

For the rest of you, is it "normal" in a VS speedster to connect the horn to the ignition circuit such that it stops blowing when the ignition is off?

That would be a big no-no here in Massachusetts, which requires that the horn be independent of the ignition status.

Also, Todd:  I have found a weak link in the VW horn circuit to be the jumper connection across the rubber/rag donut shown in Wolfgang's image above.  The common flex donut available at places like CIP1 and others often has the wrong size metal bushings molded into the donut and if it gets out of place just a little in normal use it shorts the circuit to ground and the horn blows.  Th "Bad" donuts had metal bushings with a larger diameter collar on them after they were installed and crimped in place.  That wider collar was the culprit.
