Ask for more pictures. It's definately one of the old cars and I'll bet that the front wheels sit real awkwardly in wells. IWith the fronts turned like that, they already look wrong.
You're going to have to reposition all of the rear trim/lamp components and probably be into it for additional body and paint work. This will add another couple of thousand or so to the price to make it right. If the engine is as old as the car, you'll need a rebuild or upgrade (to match the car's "looks") fairly soon as well.
If it has four wheel disk brakes there's a good chance that there isn't a working e-brake. Double check this, e-brake rear disk set-ups are pricey. If the wheels are using adapters rather than drilled rotors, those will have to go as well. AND it needs an interior.
The VIN isn't a VW number. If it's on a VW pan, it might be a problem. If it's on a tube chassis with that VIN it can't be titled as a VW. Ask the seller about the title and the year that the car is titled as, and the make as well. If it's titled as a VW with that VIN it might not be accepted by the registry computer in your state. It wouldn't in MA.
SO . . . ask a LOT of hard questions. You may have to put in an engine, interior, wheels, brakes, body work, and paint. Buy accordingly.
