i spoke to RIV.ca when i was looking last year. you could order the parts and ship them (not in one shipment). the body from rusty tubs for example (thesamba.com ad) would be allowed i was told as it has no VIN, chassis or anything else. a kit on the other hand would not be allowed.

It seemed sort of hit and miss with answers at the border with a big risk (laying out cash to buy something you are not allowed to imoport).
I did it. Need to get the documents to a border crossing at least three days prior to the car showing up, and need to prove the car is 15 years old. My seller lived close to the border in the States, and delivered the papers during the week, before I came to pick up the car.

Need to have signed off ownership and whatever other documents the seller has.

Mine was registered as a VW.

Keep all your documents of sale (ads, communication, etc.) to prove the value of the car.

You also need to find an understanding (usually male and older) border person who can clue into what you are trying to do, legally.
Importing and registering are very different beasts.

you are talking about registering. The RIV (getting the car across the border) does not care about registering. When you have to insure it - then you need to care about registering. I'm sure IM has sorted out the legal bumps with titles and registration.
