I currently have a stock 1970 shroud that did not have the flaps in the shroud or the thermostat to control them. I don't know why they were removed by the previous owner. Are these in there only for cold start, or do they also function to keep the engine cooler. I only drive in the warm wearher. Do I need them, or will it cool just fine without them?

They're one of the most important pieces in a stock VW engine for proper running and long life ! ! ! They help the engine run cooler when needed, run hotter when necessary, regulate the temp during every day operation, allow the engine to reach the correct temp and SIZE, burn off contaminants and water in the oil. They do everything that the thermostat does in a water cooled engine and more. Have the assembly re-installed, I can't stress it enough ! ! !
