Apparently, it's some kind of ground-up fiberglass and polyester resin that you can use as a bondo-style application. I'm told that if I use a dye-grinder and trace out the cracks in my body, I can paste this stuff in a little at a time and sand it to flush with two or three applications.
Then I believe it's Bondo over the top to smooth it for paint.
Might work for you. I'm doing it because it's convenient and there's a guy here who's done it before on his Jersey Skiff -- and he swears by it.
The boat looks okay, and it won't kill my "Carlisle or Bust" schedule.
It is strong and will bond to everthing.

Try West or System 3 expoy. They sell fiberglass filler by the bag full. But you might try a fine baking flower. The finer the filler, then easier to sand.

Good points to it: It is slow setting so it allows you to play with it longer than Bondo. Its hard, its light, it smells good when you use flour.

Bad Points: It is rough to sand on. Its very brittle. When I build my boats, I typically apply a first layer, sand, second layer (to fill the chips), sand, and so on.
