Lever to the left of parking brake

WV Wonger - 2012 VS
I didn't get literature for my brand new VS from Kirk, so I am asking you guys about the small lever directly to the left of the parking brake.

What is it and what does it do?

Since I don't know its function, should it be in the up or down position?

I have plenty more questions, but this is the first.
