Which one to pick the up or down licence plate light for my VM Speedster build. Any advantage to one or another? Advice appreciated. Thanks.

Depends on the tail lights you're using. Cat eyes should have a shine-up (an inch or two below where VS usually puts it) and beehives should have a shine-down.
Usually the type of license plate light (shine -up or shine-down) is dictated by the year of manufacture you're trying too replicate with your Speedster. Consider the following pic for reference.
Ultimately, the decision can be purely a personal preference. However, due to the curvature of the rear deck and the relative position of the respective license lights, it's been my experience that the shine-down gives better illumination of the license plate.
Here is a shine-up on my previous VS. As you can see, (aside from the burned out light bulb on the right portion of the license light) the license plate leans inward and away from the light illumination. I bought a license light with a built-in LED (at the top of plate) to better illuminate my license plate.
Either way, it would be a good idea to add a license plate frame with the built-in LED to give best illumination regardless of the shine-up or shine-down you choose.

Thanks guys great info I’m copying a 1958 with teardrop lIghts so the license plate light should shoot up.
