Went out yesterday to register the speedster. My GA title said 1992 assembled por55. When I stopped by the ins. office my guy says "As a 92 you won't qualify for the stated value insurance." Now this particular type of ins. cost about $120/yr for $12,000 coverage, but the car has to be better than 20 years old. So I am thinking, this is going to be a hassle.

Now MO in the last couple of years enacted a law that says you can title a home built (assembled) car as the vehicle it most resembles. So I am thinking how can I get this to work for me?

I amble on down to the license office and as I stand in line I ponder this possibility. When I get to the counter I cassually ask the guy if this might apply to this vehicle. He says "Sure! but you won't be able to license it today." I think, "for 3~4 hundred bucks and whole lots of hassle on insurance I'll give anything a whirl!"

So he hands me this form (2763 ID number verification and abandon vehicle inspection) and says to head over to the HP to get it filled out. So this morning I head over to the HP with form in hand. A inspector comes out and does his thing. Turns out he is a big VW fan and owns a rail. We Yak a few minutes and puts the info on the form.

Back to the license office. THe guy I talked to yesterday is not there so I talk to another lady. After spending like 30 minites on the phone verifying how to do such a thing, she put 1955 Porsche 2-dr on the title. She then asked what horse power (personal property tax base) I said "Why I think VWs are rated at like 17", so 17 it is. I transfered my plates off my other Speedster so for $16.50 the 55 Porshe was legal.

I'm happy

MO is happy.

. . . and if you were to sell it to me, here in Massachusetts, and I tried to pass off a newly constructed vehicle as a '55, I'd be right back in line at the DMV, but this time I'D be the one who was F#%KED.

I'd essentially have an expensive lawn ornament; a car which couldn't possibly pass the safety and emissions standards for the year that it was built and no way around the problem.

Don't you just wish that the laws could be made fair and uniform across the country so the we can all just settle down and enjoy this hobby rather than expend so much time and money and energy on these cars and THEN have to run a gambit just to get them legally on the road?!

(of course, now I own a metal 356, so I don't have to worry . . .:>)

I just started the titling and license process here in the St. Louis area. Mine is a Beck Speedster kit, so I am using an MSO from Special Edition and receipts from my local engine and transaxle supplier for title documentation.
Took the Speedster to Troop C HQ of the Missouri Highway Patrol (on a trailer -- I've been told that driving it there is a felony!) along with Form 551, receipts and anything else I could think of. The first step in the process for me wss to get the Patrol to signoff on Form 551 to make sure the engine and other "major componente" weren't stolen. Took about 5 minutes for the actual inspection and about an hour to complete the paperwork and record checking. Unfortunately, it took about an hour and a half in 100+ heat index weather to unload and reload the Speedster.
My next step is to send the Form 551 along with copies of the notarized receipts and the MSO to the Dept of Revenue. Then I wait.
Right now, my engine and transaxle supplier is getting the receipts notarized. I'll post again as soon as I get through the next step. Update: I have now revisited the Missouri State Highway Patrol Troop C HQ after they called to tell me my VIN plate was in and I could make an appointment to have it attached. Fortunately, the SHP was kind enough to allow me in the next day. A mechanic attached the new VIN plate (even though a VIN plate had been installed by Chaminox when the car was originally built) to the B pillar with pop rivets, an inspector checked it out and was to send a form back to our state License and Title Office. That was about a month ago. I THINK that I'll receive the actual title in the next few days/weeks and can finally get a license plate and legally drive the Speedster! The process began in August and may end in November.

James, my story is exactly like Ben's. My Speedster was titled as a VW and my current car is titled as a Specially Constructed vehicle. It was a breeze in TN. My builder was even surprized that I did not get a visit from the State Police for an "inspection" which I understand is really a prefunctory look-see and a pleasant chat. I guess my state is pretty relaxed on things like this.
