My Speedster replica has sat for 18 months and won't start - it almost did but I flooded the carbs (gas coming out of the exhaust) so I'm looking for recommendations on who could come to my house and either fix there or transport to the workshop for a full service?

I'd suspect it's that 18-month-old gas (especially if it's untreated Ethanol). It isn't hard to drain the gas and refill with new with a bottle of Chevron Techron (or the like). Can drain back at engine carbs or directly under the gas tank.  Be sure to do it outside. It may take a tank or two to get the fuel system clean. I'd change the fuel filter, too. Once running, you could take it to get the carbs rebuilt, brake fluid changed, etc.
