I bought a Vintage Speedsters rack a long time ago, but have never fitted it. Do I just mark out and drill holes in the glass panel under the grill? It didn't come with instructions.

If you have the OEM style grille it should slide right thru it (NOT so with the cast CMC hibachi 1 piece grill - it hits spokes). You'll want big stainless steel fender washers on both sides where you drill thru the fiberglass to prevent vibrations/weight from cracking the fiberglass.
It won't carry a full grown Kangaroo - just a little Joey!
If there are no holes in the fiberglass under your engine grill you will need to drill your own. Remove the screws that hold the grill in place and put the luggage rack in place. Lift the grill up and mark where the attachment points for the grill make contact with the fiberglass. You'll have to drill out the holes the exact size of the attachment tubes and then reinforce the holes. Epoxy some stainless steel fender washers over and under the holes. This is to spread out the weight/stress that the luggage rack puts on the fiberglass. You may have to bend or trim the washers so they will line up properly with the holes. I've put a 15 lb. suitcase up there with out any problems.
I'm going to redo mine and clean them up a bit since they were already done when I got my car. The washers weren't epoxied in place just her down with so putty type material. Once I redo them I'll repaint the inside of that fiberglass area to make it look more finished.

In place of trying to stack washers to get the right fit, use a short piece of fuel hose over the stud as you tighten the stud nut it compresses, you'll still need a supporting washer against the fiberglass.
