Assume its same as the old VWs. The lever pulls 2 cables that open flappers (one each side of the engine) on the heat exchangers/exhaust headers. This allows the engine driven fan (on back of alternator/generator) to circulate warmed air to the interior of the vehicle. If the foot vents are closed, you get defrost. If open, all the way you don't get much defrost. Like other poster said - go fast and the volume of heat is greater. An upgrades is to install one or two plastic boat 12v bilge blowers in the lines to increase the air flow at low speeds. They are inexpensive and really work to increase defrost efficiency. (Late model VWs like the transporter and the Porsche 914 had an engine mounted electric fan to help blow more air at low speeds).

When I was in college in NJ, I had used bug - in the winter it took about 10 miles before an area about 3" square was defrosted on each side of the windshield (the car had no rust in the heating system - it did have oil leaks and often I'd smell like I'd been using a 2 cycle gas powered leaf blower).
