Like with other cars.

- buy tires

- take rims and tires to Les Shwab  ( or any other qualified shop).

- not all shops that service beetles will have a wide 5 balance adaptor ( like the samba one you list in your post).   Some of our local LesSchwabs do.... just call your preferred shop to find out.

- I purchased my own adaptor.... Always safe to bring your own. Last june the shop I had been taking my wide5 cars to for years somehow misplaced their wide-5 adaptor and were not planning re-stocking the adaptor.... So, I purchased my own Mainely Designs balance adaptor to avoid any future surprises/wasted Saturday mornings...  side note- unfortunately the mainely design owner retired in 2015 and sold the business to a porsche design shop... they still sell them but at premium for Porsche guys.

- lesschwab mount and balance for the same nominal fee they charge on other cars. I think I paid 26$ last summer when I swaped out/mounted/added chrome stem valves/ balanced my vintage 190 rims.

- always good to remind the shop technician to put any of the necessary balancing weights on the inside of the rim ( wheelwell facing side, in lieu of street facing side) so you don't have to look at the ugly weights... which will definitely stand out more if you have chrome rims.

- some shops will also have nicer chrome ( vs black) air valves... nice touch... and may only cost you 1$ more than the black ones which come included in the mounting fee.
