My Speedster Failed Inspection

My speedster failed PA state inspection thus, I can't get it titled. Reason for failed inspection:
1. Turn signals don't self-cancel
2. No defroster
3. No wiper squirter
4. Passenger seat is missing half a seatbelt.

WTF! They inspected it like it's a 2008. They stated they are good at the paperwork for enhanced cars but know littel about the requirements. I informed them there is a checklist at the DOT web site. They said yes, they saw that and felt my car pass all those requirements but "didn't want to mess with it".

Are the above issues required?

Any suggestions on where to go next?

I have yet to go thru the lastest PA hoops (MV 4326 was a breeze) But....the place you were just at admits that they know little about it then, Soo I would go to another inspection garage as if I had not been anywhere yet.

BTW they "should" inspect it if they would for a street i.e. equipped as the same as a street rod.

The half seat belt IS a necessary item.

To the best of my knowledge the other items are for late model vehicles.

If it is titled as a '91 then it "must meet" that years stds.
Go to your local Messenger Service they have a state wide print out list of "enhanced inspection stations".
What you may be able to do is have the 1991 PA title corrected with proof that the VW vin number is actually a 1971 (third digit indicates the year) then do the PA. enhanced inspection dance... ~Alan
