While South Carolina is definitely NOT Connecticutt, you may have an experience similar to mine when I registered my Beck. The issue revolved around the lack of a 16-character VIN. The Beck comes with a 9-digit chassis number instead. DMV policies, echoed by the local DMV office, seemed to indicate that I had to apply for a VIN. This was a long painful process that took three tries and ultimately turned out to be totally unnecessary. The state DMV office called and told me I didn't have to go through this procedure because the chassis number was acceptible as a VIN. The local office disagreed, and I had to get them on the phone to each other to get it resolved. Had they been in sync, I could have gotten a plate on my first visit. The moral of this story is "Talk to the local folks. If what they say doesn't lead to a quick resolution, call the state office. The posted written policies may be open to interpretation."
