Is the engine in it? If not, it'll go all the way up and takes a whole lot of weight in the back seat (jumping up and down) to make it move.

If the engine is in, the same back seat jumping should move the back up and down a couple of inches or so. That will quickly tell you if something is "frozen" or not. You might have a frozen shock absorber, but I doubt that the suspension is frozen.

Then get a good VW service manual and read the section about removing/replacing/adjusting the rear suspension torsion bars (or check under the "knowlege" section of this forum). They're not especially hard to set, just time consuming and can be dangerous if not given proper respect, since the rear springs (torsion bars) are under tension and the trailing arms can hurt you if you don't take precautions when removing/adjusting them. There are probably several guys on the forum (including me) who can talk/email you through the process when you get to that point.
