That's the texture of my inexpensive outdoor covers. One side is "finished" shiny in appearance, the car contact side duller looking. What I have found, (I have homes in 2 dusty areas), very fine dust finds its way inside. Dulling the wax jobs I do before going under cover. But I do think waxing gives extra protection from dust abrasion.  The  same covers in the garage block 99% of dust that works its way into 1926 built garage. Your  mileage may vary.

I have never been a fan of car covers, too much work for me!, make sure the car is clean before putting it on, make sure to remove it if it gets wet,  make sure, make sure.  Yet I know some who use them all the time. Go figure.  

On the otherhand, I have tried a touchless car cover for indoors and it was much easier to use for dust and I even used it outside but it did not handle high winds very well.
