1. Is there any reason that an oil filter could not be mounted in a horizontal position ?
2. What oil filters is everyone using ? I'm not really sold on Fram PH8a's

1) Mounting it with the closed end down means it won't drain during the off-cycle-- but that being said, mine is mounted horizontally. It's fine.
2) Use a Wix 51515 if a PH8A fits. The Wix is worth the money.
Mine's horizontal as well. Ditto on Wix.
Mine is vertical, closed end down. I pre-fill the filter before installation.
+1 on the Wix 51515, $5 or so and always in stock at my local NAPA store!
The filter really doesn't care what its orientation is (unlike some of our congressmen) - it will work just fine either horizontal or vertical, closed end up or down.
HOWEVER! It makes a BIG difference when you wish to remove it for an oil change. If it's vertical, closed end down, then you can spin it off with very little leakage.
If it's horizontal and you spin it off, you'd better have a basin under it to catch the half-pint of oil that will flow out, once it's loose.
If you can install opening up then you can pre-fill filter with oil and prevent short dry run start up.
