Another example of how people don't think of others. The idiot who owns the car has to have friends put wood down on the roadway so he can go over a 2" speed berm and doesn't care one bit that he's blocked traffic, caused a traffic jamb and forced other drivers to endure agony of having to deal with his IQ of 31.
In Calif, no portion of the vehicle can be lower than the lowest point of the wheel rim.
