That engine compartment looks whistle-clean.
The door chips look to have been caused by hinge misalignment; not a huge deal to fix.
$12K? Not terrible, especially for a Vintage with only 600-odd miles on it. I'd be willing to bet that someone from the New Jersey Replicar Club (Al Shapiro?) would be able to ID the car and tell you something about it.
Heck, Alan Merklin might have BUILT it.

Boy!!! Can they ever. My car was registered from NY as a 1973 VW. Arizona (Tucson) put me through the mill. It ended up in AZ a an SPC 1973. Special construction. I really would worry more about how the car was built, than the engine. How does the steering line up, dose everything work electrically, wipers, lights, etc.
