No this is based on the heavier duty Bus chassis - not the bug. It was a Mechanics Illustrated DIY project and plans are still available. Here's link to designer- Riley

I had that issue when it came out! Just didn't read the title of your post, Greg.
The Phoenix was as you say, on the type 2, a later one with type 4 power as I recall.
It was supposed to be more modern than the Boonie Bug.
I would rather have a Brubaker Box.
Appears its built on the old VW Van - here's one on a '69 van with 1600 cc engine.

Heres photo of an Elite Laser Van from 1981. Made vy same folks that did the Elite Laser 917 Porsche resemblance. Has a Chrysler Omni/Horizon look to it.
