Help!! I am looking at a Vintage speedsters 356 that was built 2/3 years ago. The car has a 1900cc engine and various other upgrades with just under 4,000 miles. The car is in perfect condition. I know this is a tough question to answer without seeing the car, but what would be a good price range for a pre-owned VS 356?

Specs and photos is the only way to put a value on it
In California 25-30k.
28k is the sweet spot, 25k is almost unheard of anymore.
You can buy new from Vintage Motorcars of California for 33k.

Alan's right. Without knowing considerably more about the car, including what options are on it, it's really hard to tell. For instance, air conditioning would have probably been a $3500 to $4000 option by itself, and pictures really help. Transmission, vinyl or leather interior, quarter tonneau, full tonneau, sound system, suspension mods, wheels and tires, original 356 look or outlaw, carbs, color etc. are helpful in narrowing the value range down.
Guys here know there stuff. Help them demonstrate it.

Why is it for sale?
So 1915 cc is a stock 69mm VW crankshaft with big 94mm pistons and cylinders. A great 1915 will have a counterweighted crank, performance cam (Engle 110ish), heads with larger valves, dual carbs - but that adds $2500-3500 to engine build so many builders go the economy route which limits performance. Plus then trying to get it up requires splitting the case for new cam and crank.
Nice color condo - but appears to be vinyl interior (which is easier to care for in a convertible anyway).

This is one area I made sure we didn't go the "Economy" route. We came up with a pretty nice base engine package, a 1915cc using the following components...
AS41 engine case
CB Performance counter weighted crank
12V lightened flywheel
I Beam rods
CB performance Cam ( Special grind that works great with 40mm Kadron (solex) carbs
CB performance Ponchito Heads , 40x35.5 intake and exhaust valves
1:1 ratio rockers with solid shafts
Aluminum push rods
8.2:1 compression ratio
CB Magnaspark distributor
This is what we put in all of our Speedsters and Coupes as a Base engine. We also offer a 2110cc Engine using the same Cam and heads and is also a really nice engine as well.

As mentioned, that sounds like a really great combo, Greg! Can you tell us any more about the camshaft used? Is there another cam that's somewhat similar in the CB Perf. line up?
Sounds like this engine has had the benefit of Pat Downs engineering. Can't go wrong there.
