As a California teenager in the late 50's and early 60's, all the talk among gearheads was about TJ (Tiajuana) and tuck-and-roll upholstery. Urban myths abounded, and stories circulated about this guy or that guy that drove to TJ and got a tuck and roll upholstery job on his '40 Ford, or '50 Merc. Dirt cheap for both seats and headliner. As an adult, I actually stopped in at one on the way to Baja. I didn't know much about vinyl, thread, or installation then, and don't know much now. Many of those guys who were working their asses off and sweating like dogs now own shops in California. Now, THAT was libertarian, laissez-faire economy with no government intervention. You paid you money, and you took your chances.
I think that's how I'd feel buying parts from Mexico today. CYA, amigo.
